Rules for Accreditation of Louisiana Bred Quarter Horse Foals Memebership
|
|
An individual, partnership, corporation or any entity attempting to
accredit a foal shall be a member in good standing in the Louisiana Quarter Horse Breeders Association (LQHBA)
|
|
Applications for membership may be obtained through the Louisiana Quarter Horse Breeders Association, P.O. Box 12300, Alexandria, LA 71315-2300.
|
|
Membership can be attained by executing the membership application form to be accompanied by the following fees: $30 per year, $20 per year if paid or
renewed prior to February 1 each year. The membership year is January 1 – December 31. (New members will pay $20 first year dues regardless of time of
year joined. A new member is one who did not belong to the Association the previous year.)
|
|
Annual memberships are issued as regular and associate. A regular member is one who is a bona fide resident , firm or corporation of the State of Louisiana,
eighteen (18) years of age or older, actively interested in Quarter Horses who has
paid his current dues. A resident of the state of Louisiana is an individual,
partnership, corporation, limited liability corporation or company, which has its
domicile in the State of Louisiana, along with the following requirements and criteria:

INDIVIDUAL:
|
- The individual is a resident and domiciliary of the state of Louisiana
- The individual is a registered to vote within the state of Louisiana.
- The individual has a valid Louisiana Drivers License with a Louisiana address shown on said license.
- The individual has a valid resident and domiciliary address within the state of Louisiana for purposes of
filing Federal and/or State income tax returns.
- The individual(s) automobile(s) are registered within the state
of Louisiana and reflect his residential and domiciliary address within the state
of Louisiana.

|
PARTNERSHIP, FIRM OR CORPORATION:
|
- A partnership, firm, corporation or limited liability corporation
or company shall have been formed and registered as a Louisiana entity within the
state of Louisiana.
- The partnership, firm or corporation shall have its principal
place of business in the state of Louisiana.

The partnership, firm, corporation or limited liability corporation
or company shall show the state of Louisiana as its principal place of business
along with a residential and domiciliary address for purposes of federal and state
income tax returns

An associate member is an individual, firm, corporation or limited liability
corporation or company which is not a resident or domiciliary of the State of Louisiana
who has paid his current dues. An associate member is not eligible for election
to the Board of Directors or to any office of the corporation.
|
|
Beginning March 20, 2001, membership in the association for one full
year is required to be able to vote on any matters that may come before the membership.
|
|
A lifetime membership is available at a fee of $150 and is not transferable.
Any regular member may become a lifetime member by paying lifetime membership dues
as set by the Board of Directors. An associate member as defined herein may not
become a lifetime member.
|
|
FOALING REPORT AND FEES
|
|
A foaling report (application for accreditation) shall be completed
and sent to the LQHBA on each foal on or before July 1st of the year
foaled or within 45 days after foaling. Accreditation fee is $20 per foal.(non-refundable
and non-transferable)
|
|
Foals not reported by July 1st or within 45 day after foaling
are eligible for accreditation until December 31st of the year foaled.
Accreditation fee is $100 per foal (non-refundable and non transferable)
|
|
Foals not reported by December 31st of the year foaled are eligible
for accreditation until December 31st of the yearling year. Accreditation
fee is $500 per foal (non-refundable and non-transferable) Applications in
this category must be approved by the executive committee of the LQHBA.
|
|
Under no conditions will a foal reported after December 31st
of its yearling year be eligible for accreditation as a Louisiana Bred. The postmark
date on the envelope containing the foaling report will be taken as the official
date of application.
|
|
CONDITIONS OF ACCREDITATION
|
|
The breeder of a Louisiana Bred Quarter Horse foal shall be designated
as the owner (lessee) of the mare at the time of foaling.
|
BLOOD TYPING/DNA
|
In order to have a foal Accredited Louisiana Bred, the mare and
stallion will have to have a DNA or blood type before the Association will issue
a Certificate of Accreditation as hereinafter set forth: To secure

STALLIONS
A stallion owner (lessee), for the purpose of stallion awards
shall be designated as the owner (lessee) at the time of the service. The foal must
be by a stallion standing in the State of Louisiana from January 1st
thru December 31st of the year the foal is conceived. For the purpose
of this definition a stallion shall be deemed standing within the State of Louisiana
if it is physically within the boundary of the State at times during that period.
If a stallion is removed from the State of Louisiana for racing, being
consigned to an out-of-state public auction, or medial purposes, it must be reported
in writing to the LQHBA prior to leaving the State and must be reported in writing
when it returns.
All stallions standing in the State of Louisiana for the purpose of
breeding and siring Accredited Louisiana Bred foals must be blood typed/DNA typed
prior to the commencement of the breeding season.

All stallions standing in the State of Louisiana for the purpose of
breeding and siring Accredited Louisiana Bred foals must file a copy of the AQHA
stallion breeding report with the LQHBA prior to or on December 1st of
each breeding season. Owners wanting to participate in the stallion award program
shall forward a fee of $100 for each stallion to accompany the stallion breeding
report.

|
MARES
|
|
All mares are subject to inspection at any time by the LQHBA.
|
|
The foal must be out of a mare confined within the boundaries of the
State of Louisiana from conception until the consummation of the accreditation process.
A foal must be officially Accredited Louisiana Bred prior to its leaving the state.
|
|
If a mare in foal is removed from the State of Louisiana because of
being consigned to an out-of-state public auction or for medical purposes it must
be reported in writing to the LQHBA prior to leaving the State and the mare must
be back in the State of Louisiana within ten (10) days of the sale or return from
medical purpose and reported in writing the date of return for the foal to remain
eligible for its accreditation.

OUT-OF-STATE OWNERS
|
|
Mares owned by out of state residents that are leased to Louisiana residents
for the purpose of obtaining a Louisiana Bred foal are subject to the following
rule: The lease must be officially received and recorded with the AQHA by July 1
of the breeding year and a copy of the lease must be submitted to the LQHBA by July
1 of the breeding year.

Anytime an out of state resident who is boarding a mare in Louisiana
for the purpose of obtaining an accredited Louisiana Bred foal sells the mare, the
transfer report must be received and recorded by the AQHA within 14 days of the
date of sale and the LQHBA must be notified in writing within 14 days of the date
of sale. If the location of the mare changes when the sale transaction takes place,
the seller must notify the LQHBA the day the mare is moved and advise the LQHBA
of the mare’s location.

|
All out-of-state owners boarding mares in Louisiana to obtain Louisiana
Bred Accreditation must furnish the LQHBA with a copy of the mare’s AQHA or TB registration
certificate (front and back) along with complete directions as to the location where
the mares are being boarded in the state by May 1st of each breeding
season, along with a $100 fee for each mare. An out-of-state owner is defined as
a member that is not domiciled in the State of Louisiana.

|
Anytime an out of state owner moves his mare within the State of Louisiana,
it must be reported to the LQHBA in writing by certified mail the day the mare is
moved along with directions to the new location.
|
|
All mares are subject to inspection at any time by the LQHBA.
|
|
EMBRYO TRANSFER
|
|
Only one foal will be eligible to be Accredited Louisiana Bred per donor
mare or recipient mare per year. All donor and recipient mares must be reported
to the LQHBA in writing by May 1 of the breeding year (or at time of breeding if
after May 1) with proper identification which includes copies of registration certificates,
brands, markings, tattoos, ID Chips, etc.

|
Embryo transfers performed in Louisiana - The donor mare
and the recipient mare must remain in the state of Louisiana from the time of conception
until the foal is born and the accreditation process is complete.
|
|
Embryo transfers not performed in Louisiana - (Effective
March 11, 2006) Embryo transfers may be done outside the state of Louisiana.
Donor mares must not leave Louisiana and must be flushed within the state.
The recipient mare must return to Louisiana with positive identification by July
1 of the breeding year and the LQHBA must receive written notification of the recipient
mare's location in Louisiana by July 1 of the breeding year. The donor mare
and the recipient mare must remain in the state of Louisiana until the foal is born
and the accreditation process is complete.

SUMMARY of criteria to Accredited a Louisiana Bred Foal:
|
- Submit an application (foaling report) with the appropriate fees.
- The sire and dam of the foal must have a DNA/blood type.
- A copy of the stallion breeding report must be on file in the LQHBA office.
- The breeder of the foal must be a current LQHBA member.
- Embryo transfer mares and mares owned by non-Louisiana residents
must be adhere to the LQHBA reporting requirements as outlined above.

RULES-INTERPRETATION
|
|
Each individual, partnership or corporation
who attempts to accredit a foal within the LQHBA agrees to be found by the rules
AQHA, LQHBA and the LSRC. If there is a conflict in the rules, then the rules of
the LQHBA shall prevail and shall be enforced by the LQHBA through its Board of
Directors.

LOUISIANA BRED AWARDS PROGRAM
|
|
MARE AWARDS
|
|
Breeders (owner/lessee of the mare at the time of foaling) of Accredited
Louisiana Bred foals receive breeder awards when their Accredited Louisiana Bred
Quarter Horse finishes first, second or third in Accredited Louisiana Bred races
or open races in Louisiana. Currently, a breeder's award payment is 25% of the purse
money won and breeder award payments will be paid by the Louisiana State Racing
Commission and/or the Louisiana Quarter Horse Breeders Association.

STALLION AWARDS
|
|
Stallion owners whose stallions have sired Accredited Louisiana Bred
offspring that finish first, second or third in Stakes, Handicap and Allowance races
in Louisiana earn stallion awards. Stallion awards are paid at the end of
the Breeders Fund fiscal year, June 30. Awards are paid by the Louisiana
State Racing Commission and the Louisiana Quarter Horse Breeders Association.
The amount of each stallion’s award is directly proportional to the amount of money
his offspring earn in the fiscal year of July 1 –June 30. Stallion owners
must submit $100 along with their stallion breeding report each year to be eligible
for stallion awards.
